New Copyshop Licence Agreement

New licence for copyshops beginning July 1, 2015

Access Copyright is pleased to provide an updated offering for copyshops – the COPYSHOP LICENCE AGREEMENT.  This new agreement is part of our renewed commitment to developing licences and services that better serve the content usage needs of our customers.

The new copyshop agreement incorporates a simple-to-administer fee structure for non-coursepack copying (based on the number and type of copiers in service), a consistent per-page royalty rate for all coursepack providers, and an increase in the amount of a title that is pre-cleared for copying, and additional coverage for digital delivery of paper coursepack files to customers for quality assurance purposes.

These changes are designed to enhance consistency and fairness for all coursepack providers and their customers while also making the licence more convenient to administer.

How will the new copyshop licence differ from our current one?
The key differences in the new COPYSHOP LICENCE AGREEMENT include:

a) straightforward fees for non-coursepack copying (based on the number and type of copiers)
b) consistent page rates for all copyshop coursepack producers;
c) increased percentage of a title that is pre-cleared for copying;
d) additional coverage for sending digital files to customers for quality assurance purposes.

Has the coursepack page rate increased?  If so, why?
Yes. The new rate is 15 cents per page.  The old coursepack rate had been unchanged for nearly 10 years.  We are increasing the rate now to reflect current market pricing and to harmonize copyshop licensing with our new offerings for universities and colleges.

What are the new fees for non-coursepack copying? And how will they be calculated?
The new fees for non-coursepack copying will be calculated based on the number of high-speed and self-serve machines on the premises.

  • $50 per self-serve machine.
  • $100 per high-speed machine.

How did you settle on the pricing method for non-coursepack copying?
We considered many factors but thought this method provided operational simplicity and pricing in line with other sectors reporting non-coursepack copying.

Will I still have to submit meter readings for my non-coursepack reporting?
No.  Non-coursepack royalties will no longer be based on meter readings.

Is there still an administrative fee when the licence term renews?
No. The new offer has been simplified to ease your reporting process and we are pleased to eliminate the 5% administrative fee for each renewal term.

I have a “Preferred Licence Agreement” to serve a university. Is my preferred rate still available?
No. In fairness to all service partners and customers we’ve adopted a consistent rate—15 cents per page—that harmonizes copyshop licensing with our education offerings. The new university and college agreements do, however, include subcontractor provisions so you may be able continue serving the institution.

What amount of a title will be pre-cleared for copying under the new licence?
The new licence provides pre-authorized clearance to copy up to 20% of a title.  We hope this extended permission will make your service more attractive to customers and reduce the need to submit over-limit requests.

Will I still be able to request permission to copy above the limit?
Absolutely.  Additional permissions will be available for over-limit requests, subject to additional fees.

How do I know what’s covered under the licence?
Access Copyright provides an easy-to-use Title Discovery and Permissions Tool.  See more at: http://discovery.accesscopyright.ca/

What are the new provisions around sending digital copies of coursepacks?
Under the new licence, you may provide to your customers a digital copy of a course collection for quality assurance purposes only. Digital copies must have a watermark indicating that they are not for distribution.
